SSE Chornobyl NPP

State Specialized Enterprise “Chornobyl NPP” (SSE ChNPP) — is an enterprise for decommissioning of the Chornobyl Nuclear Power Plant Units and transformation of the Shelter Object into environmentally safe system founded based on governmental property and being under the control of the State Agency for Exclusion Zone Management.

The enterprise has been appointed as an operator of the nuclear facilities of Chornobyl NPP at the stage of their decommissioning and accident elimination, and the facilities for radioactive waste management and the temporary storage facilities as well.

The SSE ChNPP is established based on Chornobyl NPP, according to the Decree of the President of Ukraine dated September 25, 2000, No. 1084/2000 and the Order of the Cabinet of Ministers of Ukraine dated April 25, 2001, No. 399.

The main tasks of SSE “Chornobyl NPP” are: 
• Ensuring safe operation of nuclear facilities, radioactive waste management facilities and other equipment of ChNPP;
• Safe decommissioning of Chornobyl NPP Units 1, 2, 3, and Ukrainian nuclear power plants;
• Shelter transformation into environmentally safe system;
• Ensuring management of radioactive waste accumulated within ChNPP site and Chornobyl Exclusion Zone and waste being generated during decommissioning and Shelter transformation into environmentally safe system;
• Ensuring management of spent nuclear fuel of Chornobyl NPP;
• Construction and operation of the infrastructure facilities necessary for Chornobyl NPP decommissioning and Shelter transformation into environmentally safe system;
• Personnel training and advanced training;
• Ecological monitoring of the environment within the area of Chornobyl NPP location;
• Development of technologies, accumulation and use of scientific and technical experience relating to decommissioning of the nuclear facilities, elimination of the beyond design basis accident, and relating to construction and use of the storage facilities for temporary and long-term storage of radioactive waste;
• Organization, coordination and performance of scientific and industrial research, implementation of scientific-technical and other developments, establishing communications with scientific institutions, including international ones;
• Participation in work coordination and implementation of international projects relating to Chornobyl NPP decommissioning and Shelter transformation into environmentally safe system.

The peculiarities of legal relationship during decommissioning of Chornobyl NPP Units, transformation of the destroyed Unit 4 into environmentally safe system and ensuring social protection of personnel are regulated by the Law of Ukraine “On General Principles of Further Operation and Decommissioning of Chornobyl NPP and Transformation of its Destroyed Unit 4 into Environmentally Safe System” dated December 11, 1998.
