On September 17, a delegation from the European Bank for Reconstruction and Development consisted of the Director of the EBRD Nuclear Safety Department, Balthazar Lindauer, EBRD Managing Director for Ukraine and Moldova, Arvid Tuerkner, Chairman of the Assembly of the International Chernobyl Cooperation Account (ICCA), Philip Bennett, and other EBRD staff, visited the Chornobyl NPP industrial site.

The EBRD representatives were familiarised with the technical status of the New Safe Confinement (NSC), one of the key projects implemented with the support of the Bank to transform the Shelter object into an environmentally safe system. The NSC was damaged in February 2025 by a russian drone, resulting in the loss of the tightness of the NSC Arch. The EBRD representatives were provided with relevant information on the nature of the damage and current safety measures and restoration plans.

During the meeting with the Chornobyl NPP management, the parties discussed further cooperation on projects financed from ICCA fund, namely the restoration of safety and infrastructure at the Chornobyl NPP and measures for the NSC temporary repair.

Grant Agreement No. 4 was signed between the European Bank for Reconstruction and Development, acting as the Administrator of grant funds provided by the International Chernobyl Cooperation Account (ICCA), and the State Specialized Enterprise Chornobyl NPP as part of the visit.

Within the framework of this Agreement, the Consultant services will be purchased for a specialized Project Management Unit (PMU), which will manage the activities related to the ICCA at the Chornobyl NPP. The PMU Consultant will be responsible for the project control, administration, financial and engineering issues, database management, environmental aspects, occupational health and safety protocols protocols, etc. ChNPP will be responsible for the effective implementation of the ICCA projects through a project management unit, which will be jointly staffed by ChNPP personnel and personnel from the selected Consultant Company. It is expected, that by engaging the PMU Consultant, ChNPP will gain access to best international practice in project management.
