Activity of organizations during accident elimination

PE “Kombinat”

In October 1986, to ensure single management of the works performed within 30-km zone of ChNPP, ensure the performance of the state plan on electricity generation, on implementation of measures on improving reliable and safe operation of power units, on performance of Employer’s functions during construction of facilities of production and non-production purpose, the production enterprise “Kombinat” was established under the Order No.6c of USSR Ministry of Atomic Energy dated 17.10.86 based on the Decree of the Central Committee of the Communist Party of the Soviet Union and USSR Council of Ministers dated 02.10.86.

Functional management structure of the enterprise has provided performance of its assigned functions on 1st stage of ChNPP accident consequences elimination.

PE “Kombinat” was assigned to perform the following functions:
- Performance of the State Plan tasks on electricity generation;
- Coordination of works on ChNPP accident consequences elimination;
- Performance of Employer’s functions on production and non-production construction of Slavutich town;
- Operation of the facilities of Chornobyl and Slavutich towns, Zelienyi Mys workers’ settlement;
- Preservation of Pripiat town facilities and operation of engineering support facilities;
- Decontamination of equipment, machinery, materials, buildings and constructions;
- Organization of radioactive waste disposal, construction of radioactive waste disposal facilities (RWDF) and their operation;
- Control for radiation situation and performance of measures on its improvement;
- Radiation control of personnel, taking actions on radiation dose reduction;
- Shelter Object operation;
- Protection from radioactive contamination of Dnieper basin;
- Coordination of scientific-research works being performed in accordance with national programs on creation of radiation monitoring and preparation of recommendations on national economic use of this zone;
- Providing activity of operating teams and expeditions working under scientific-research programs and contracts.

Existing organizational structures of PE “Kombinat” enabled together with contractors, operations group of forces of USSR Civil Defense, УС-605 and Complex Expedition of Kurchatov AEI of USSR MME to perform a set of tasks on Chornobyl NPP accident consequences elimination during 1986-1989.

Particularly, within accident consequences elimination zone, the following stationary facilities for radioactive waste disposal (RWDF) are constructed and being operated:
- “Buriakovka” – designed capacity 450,000 m3, 30 trenches 15,000 m3 each, RAW with exposure dose rate (EDR) 1 R/h;
- “Podlesnyi” – designed capacity 50,000 m3, 8 modules. Till the end of 1989, 2 modules are filled partially, 12,000 m3 of RAW are disposed with EDR 5 R/h.

Also, “Kompleksnyi”, “Savichi” and “Chistogalovka” repositories are constructed, preserved and being under supervision. Within zone territory, 800 spontaneous and temporary sites for RAW disposal are considered. For their supervision, 235 monitoring wells are created.


Complex expedition at the Kurchatov Atomic Energy Institute

The complex expedition at the Kurchatov Atomic Energy Institute was formed under the Order No.740 of the Ministry of Medium Engineering dated 03.12.87 to provide scientific and project support of Shelter Object, conduction and coordination of scientific-research works performed by the enterprises of the Ministry within Chornobyl NPP zone and resettlement zone.

The complex expedition has provided the performance of the assigned functions:
- Conduction of scientific-research works on assuring safe condition of Shelter Object and preparation of recommendations on improving control systems;
- Creation of data bank on Shelter Object and radiation situation within controlled zone;
- Performance of engineering and design works to provide research programs;
- Organization of conducting building-assembly works to provide scientific research assigned to the expedition.

Works performed by CE at Kurchatov AEI, Research and Development Institute of Power Energy, All-Russian Scientific Research and Design Institute for Energy Technology and other institutions during 1987-1989 enabled to clarify basic nature of internal condition of Shelter Object: first of all, the geometry of destructions; secondly, condition of most building structures; and thirdly, main areas of fuel mass accumulation and their physical-chemical parameters.
