The works on commissioning of New Ventilation Stack (NVS) and Generation II auxiliary systems are being continued at Chernobyl NPP.

During September, the Main Building and Outdoor Facilities Operation Shop implemented the first two stages, i.e. pilot operation and acceptance testing of NVS. During work performance, a continuous monitoring of volumetric air activity around Shelter Object was ensured when changing the modes of ventilation systems and shutting the Ventilation Stack 2 (VS-2) orifice, the test logs of aerodynamic characteristics and radiation parameters of NVS discharges are finalized.

On October 7-8, 2013, a delegation of Ignalina NPP (Lithuania) Management headed by the Director General Darius Janulevicius has officially visited Chernobyl NPP.

Chernobyl NPP and Ignalina NPP are the nuclear power plants. Therefore, as Darius Janulevicius said, the priority of the visit is to share the experience gained by both enterprises for a period since their final shutdown.

The official visit agenda was diversified enough. The guests got familiar with a decommissioning concept accepted at Chernobyl NPP, with the changes of organizational structure and the options of personnel motivation required for improvement of process management. In return, the Lithuanian delegation members provided also a presentation regarding Ignalina NPP decommissioning progress.

Contrary to Chernobyl NPP, for the Units of which a deferred dismantling strategy is accepted, Ignalina NPP follows an immediate dismantling, when equipment is dismantled almost immediately following reactor shutdown. Hence, the delegation members were interested specifically in experience regarding organization of dismantling activities, as well as procedure and process of releasing the dismantling waste from regulatory control.

During the tour, the guests visited the facilities for radioactive waste management located within industrial site and got familiar with NSC construction progress.

At the end of the visit, Darius Janulevicius pointed out that during the meeting the representatives of Ignalina NPP have heard many valuable comments and remarks, which they would try to address in their future activity. “Our processes go forward almost in parallel. We keep ahead of you in some issues, and you do it in other ones, but we have different decommissioning strategies and, in common sense, we all are pioneers dealing with decommissioning of RBMK reactors. I am sure that such close bilateral cooperation would be very useful to enhance the efficiency for solving important and unique tasks, which our enterprises deal with”, the Director General of Ignalina NPP emphasized.

During September 15-16, 2013, the first stage of 3rd lifting of the NSC Arch’s Eastern part was performed at the Shelter Object site. The structures with total weight of 9,986 tons were lifted for 26.5 m height.

At the moment the installation of the Arch’s segments and activities on preparation for the second stage of lifting are in progress at the site. Total weight of the Arch to be lifted will be 11,516 tons. Completion of activities on the second stage is planned for October 2013. Following completion of the lifting works, the Arch’s Eastern part will reach the design height and will be moved towards the Shelter Object. The works on assembling the metal structures of the Arch’s Western part will commence at the emptied site.

The New Safe Confinement (NSC) as a multifunctional facility with a design life of 100 years in future will enable to perform the removal of the fuel containing materials, being in the Shelter Object, and their conditioning for subsequent safe storage.

Today, the Chernobyl NPP was visited by the nuclear regulator delegation of France headed by the Commission Agent Mr. Philippe Jamet. From Ukrainian part, the delegation was accompanied by the Chairman of State Nuclear Regulatory Inspectorate of Ukraine Mrs. Yelena Mikolaychuk.
The guests met with representatives of the Chernobyl NPP Administration. During the meeting, the issues relating to the status of NSC construction, nuclear safety of Chernobyl site, ChNPP decommissioning and radioactive waste management were discussed. During discussion, a specific attention was paid to the problems associated with overcoming the consequences of collapsed roof and wall structures of Unit 4 Turbine Hall occurred in February this year.
During the touring, the delegation visited the Industrial Complex for Solid Radwaste Management (ICSRM), the Shelter Observation Pavilion, the Arch assembling site, and Pripyat town. Mr. Jamet left a note in the Honorary Guests Book, where he thanked ChNPP for arranged visit and emphasized that he is delighted with courage and commitment of ChNPP personnel. “Let the largest accident in nuclear energy make its significant contribution to assuring safety in the whole world», said Mr. Jamet.

On July 18, 2013, the Russian Delegation headed by General Representative of State Corporation “Rosatom” in Eastern Europe Aleksandr Merten has visited Chernobyl NPP.

The Russian Delegation consisted of representatives from the subsidiaries of SC “Rosatom”, i.e. CJSC “Rusatom Service”, headed by Director General Mikhail Kontserev, and Deputy Director of the East-European Board of CJSC “Rusatom Overseas” with main office in Kiev headed by Vitaliy Dragunov.

The Director General of SSE “Chernobyl NPP” Igor Gramotkin provided the Russian Delegation the information about prospects on decommissioning of Chernobyl NPP Units 1, 2 and 3, current state of the Shelter Object and progress on its transformation into ecologically safe system.

During the visit, the representatives of SC “Rosatom” got familiar with work performance managed by CJSC “Atomstroyeksport” (a subsidiary of SC “Rosatom”) during implementation of projects under SIP Programme: “Stabilization of Shelter Object”, “Shelter Safety Improvement”, “Creation of the Shelter Fire Protection System” and “Construction of New Ventilation Stack of ChNPP Stage II”.

“We reached an agreement with the Management of Chernobyl NPP to negotiate an issue of potential participation of the enterprises of State Corporation “Rosatom” in ChNPP decommissioning operations. We have to perform significant and long-term work in this regard”, Aleksandr Merten said following the meeting with ChNPP Management.

The General Representative of SC “Rosatom” emphasized that the competencies the Corporation has enable to speak positively about potential participation of its enterprises in future biddings on projects relating to safety improvement of the Shelter Object.

Mikhail Kontserev, the Director General of “Rusatom Service”, confirmed the interest of his company in developing comprehensive cooperation with SSE “Chernobyl NPP” and other Ukrainian enterprises involved in the activities on ChNPP site.

For his part, the Director General of SSE “Chernobyl NPP” Igor Gramotkin mentioned that ChNPP Administration welcomes the return of “Rosatom” to the plant’s site, as knowledge and experience of the managers and personnel of the Corporation will be undoubtedly of high demand when carrying out new, complicated and interesting projects to be implemented.

“And, of course, we welcome the come-back of Vitaliy Dragunov to our site, under management of whom the CJSC “Atomstroyeksport”, the title company of Consortium “Stabilization”, performed a number of important projects aimed at the Shelter safety improvement. Any activities being performed on our site are complicated as they are carried out under conditions of radioactively contaminated site. Hence, a level of qualification and occupational culture of a contractor performing the works is of fundamental importance. Quality of the previous projects implemented allows us to be sure that we will have new successful cooperation in the future”, Igor Gramotkin summarized.

The Russian Delegation highly appreciated the efforts made by the Chernobyl NPP Management on improving safety and maintaining lifetime of the plant’s facilities. According to Aleksandr Merten, an attitude of the Administration of Chernobyl NPP to the safety of personnel working at the plant and detached staff has made the great impression.
