Works on pre-assembling of a heavy lift crane were commenced within the frame of the project on recovering the containment of Unit 4 Turbine Hall. A three-dimensional block of the Turbine Hall roof will be installed into the design position by this crane.

For this purpose the construction site was prepared and crane runways were assembled within the Shelter Object Local Zone. Works on assembling the metal structures of the three-dimensional block of the Turbine Hall roof (without profiled sheeting), by which the accident opening in the roof and wall of Chernobyl NPP Unit 4 Turbine Hall will be closed, also were completed.

Restoration of the destroyed section of the roof and zones of wall panels’ collapse will result in recovery of ChNPP Unit 4 Turbine Hall confinement integrity that is the part of the Shelter Object contained facility.

For your reference. A partial collapse of wall panels and a section of Unit 4 Turbine Hall light roof occurred on February 12, 2013. The destruction area equaled about 600 m2.
The works on recovering the containment of Unit 4 Turbine Hall are implemented within the frame of the project developed by Kyiv Institute Energoproject. The construction and erection activities at the site are performed by Ukrtransbud Corporation.

The Report issued by the SE “Ukrderzhbudexpertiza” confirms that the FS&P project documentation was developed in accordance with the requirements of sanitary and ecological legislation, building regulations, operational safety, engineering support, regulations of fire, nuclear and radiation safety, health and safety, and energy saving.

The project works will be performed by stages:

Stage 1 – Reconstruction of ChNPP fire fighting water system.

Stage 2 – Dismantling and cutting of fuel channels and CPS channels of Units 1, 2, 3.

Stage 3 – Preservation of reactors and containment of preservation zone of Units 1, 2.

Stage 4 – Reconstruction of hipped roofs of reactor facilities’ central halls and dismantling of hoisting machines of Units 1, 2.

Stage 5 – Reactor preservation and containment of preservation zone of Unit 3.

Stage 6 - Reconstruction of a hipped roof of reactor facility’s central hall and dismantling of hoisting machines of Unit 3.

At the end of 2013 the SSE Chernobyl NPP implemented measures on certification of the Industrial-Sanitary Laboratory of Departmental Supervision Department (DSD ISL) in the state metrological system and the Commission of Ministry of Health of Ukraine for independent certification of workplaces under labor conditions based on the Decree of Cabinet of Ministers of Ukraine dated August 1, 1992, No.442 “On Procedure of Certification of Workplaces under Labor Conditions”.

This is confirmed by the relevant certificate for measurements in the field of state metrological supervision issued by the SE “Kievoblstandartmetrologiya” and certificate of the State Sanitary-Epidemiologic Service of Ministry of Health of Ukraine giving the right to carry out sanitary and hygienic assessments of industrial environment and work process factors for certification of workplaces pursuant to Decree of CMU No.442 dated 01.08.1992.

The certification of workplaces under labor conditions using own resources will enable to reduce costs of the State Budget of Ukraine for procurement of services of contracting organizations and provide the possibility to response expeditiously on changes of labor conditions at workplaces of personnel of enterprise’s organizational units. 

Works on assembling the three-dimensional block, which will cover the accident opening in the roof and wall of Chernobyl NPP Unit 4 Turbine Hall, are in progress within the Shelter Object Local Zone. The structure assembling is scheduled for completion in March 01, 2014.

Previously within the frame of Project “Recovering of the Containment of ChNPP Unit 4 Turbine Hall between axes 46-52 and A-B” the accident haydite concrete wall panels and connecting structures between columns were removed, as well as the upper damaged panels were reinforced. After that the shields were assembled and installed at the areas of dismantled panels along axis A. A total area, at which the shields were installed, is 216 square metres.

The assumed cause of the emergency power cut-off is the damage of Phase B of current transformer air circuit breaker V-330-Lesnaya with the subsequent inflammation.

The current transformer’s damage resulted in fall of Phase B of air circuit breaker V-330-Lesnaya. The damaged area was localized by backup protection actions. The inflammation was eliminated. There were no injuries. The investigation is underway under the established procedure.

As on February 4, 2014, seven dismantled blocks of VS-2 were completely fragmented on specific-equipped site. Consequently, 1,599 fragments became available, which were transferred to Unit 3 Turbine Hall for temporary storage.

For information. VS-2 dismantling works were carried out under extremely complicated radiation conditions since end of October till beginning of December 2013. Totally, 330 tons of supports and braces of the ventilation stack were dismantled.

On January 27, a regular session of the Slavutich Town Council was held, where deputies made elective resolution to prepare joint statement of the representatives of all factions represented in the town council regarding social and political situation in Ukraine and Slavutich. First of all, the statement was addressed to the managers of international projects being implemented currently within Chernobyl NPP site, and to ChNPP Management as well.

By this statement, the representatives of local government confirm that territorial community of Slavutich is able to control the situation and guarantees security for the international project stakeholders during their stay in the town.
